Introduction

Amendments to those Staff Regulations were made necessary by changes to the Staff Regulations of the United Nations, on which those of the Assembly are based, and in particular by the abolition, with effect from 31 December 2009, of the United Nations Administrative Tribunal and the reform of the system of administration of justice within the United Nations. At its hundred and ffty-fourth meeting on 3 May 2010, the Council adopted and applied provisionally, pending approval by theAssembly the amendments to the Staff Regulations of theAuthority which are annexed to its decision. Taking into account the recommendation of the Council, 4 the Assembly, at its hundred and twenty-ninth meeting, approved the revision of the Staff Regulations of the Authority on 6 May 2010. 5

In accordance with the Staff Regulations, which lay down the principles, the Secretary-General of the Authority, as the chief administrative officer, provides and enforces such staff rules consistent with these principles, as deemed necessary. In this regard, the Secretary-General of the Authority promulgated the Staff Rules of the Authority on 1 November 2001. 6 These were subsequently revised and promulgated on 1 December 2006, following modifcations to the Staff Rules of the United Nations. 7 On 12 January 2011, the Secretary-General of the Authority promulgated a second revision of the Staff Rules of the Authority which implemented the amendments made in 2010 to the Staff Regulations of the Authority. 8 In addition to renumbering the Rules, the current edition of the Staff Rules has mostly introduced consequential amendments to Chapters X, XI and XII in order to refect the amendments to the Staff Regulations relating to the administration of justice. In accordance with Rule 13.6, the Staff Rules have been effective from 1 January 2011. The English and French texts of the Staff Rules of the Authority are equally authoritative.
