At its twenty-fourth session, the Assembly approved a Strategic Plan for the International Seabed Authority for the period 2019-2023 (ISBA/24/A/10). As the next step in the development of the Strategic Plan, the Assembly requested the Secretary-General inter alia “to prepare a high-level action plan and to include key performance indicators and a list of outputs for the next five years, taking into account available financial and human resources” (ISBA/24/A/10, point 3). These documents have been submitted for public consultation. All submissions should be sent to email@example.com not later than 31 May 2019.

The Strategic Plan is the Authority’s highest-level document that will guide its direction and aims for a five-year timespan and follows the request made by its member States at the last session of the Assembly, in August 2017 (ISBA/23/A/13). The landmark document constitutes a key instrument for the transparent and accountable governance and leadership of the Organisation.
26 February 2018: The Secretary-General presented the draft Strategic Plan for the period 2019-2023 in English and French, the two working languages of the Authority.
As part of the consultation effort engaged by the Secretary-General, a briefing session was held on 7 March 2018 at the Council’s 24th session at which Council member States and Observers were in attendance.

Following the open informal briefing that took place on 7 March 2018 on the margins of the meeting of the Council, the Secretariat subsequently launched an open consultation for all stakeholders during the period 12 March to 27 April 2018, seeking further comments, views and contributions.
A total of twenty-three submissions on the draft strategic plan were received. The largest number of submissions was made by members of the Authority (15), followed by observers (4) and contractors (3). One submission was made by an individual.
The Authority is fully committed to an extensive and comprehensive consultation process to ensure the final Strategic Plan will embody the views, priorities and ownership of all its members. Following the presentation of the Draft Strategic Plan made during the first part of the 24th session of the Council, the Authority will broadly engage with stakeholders, seeking further comments, views and contributions.
The Secretary-General will also hold additional meetings with representatives of member States in Kingston, as well as Permanent Missions of the members of the Authority, in New York.
