Kingston, Jamaica (14 July 2026) – Her Excellency Ms. Nancy Patricia Franjul Pérez presented her credentials as the new Permanent Representative of the Dominican Republic to the International Seabed Authority (ISA) during a ceremony held on Tuesday, 14 July 2026.
Ambassador Franjul Pérez was welcomed by Madam Secretary-General Leticia Carvalho at the ISA Headquarters in Kingston, Jamaica. The Permanent Representative brings to the role more than 20 years of experience in public service and diplomacy. Her Excellency has a background in multilateral affairs, international security, law and cooperation. Previously, Ambassador Franjul Pérez served as Minister Counsellor at the Permanent Mission of the Dominican Republic to the United Nations in Vienna and held diplomatic postings in Spain and Panama.
During the ceremony, the Ambassador reaffirmed Dominican Republic commitment “in the ongoing negotiations to develop a robust, transparent and science-based regulatory framework” on the exploitation of mineral resources in the Area. The Permanent Representative underscored that “Dominican Republic recognizes the central role of the International Seabed Authority at a time when the international community is seeking to balance resource security, marine environmental protection, technological development and equitable benefit-sharing.”
While accepting the credentials, Madam Secretary-General of the ISA acknowledged that the Dominican Republic has maintained a “strong and consistent record of engagement with the ISA”, including through the contribution of Mr. Juan Luis González Minaya, currently serving as a member of the Legal and Technical Commission, and also through the participation of nationals in ISA capacity-development programmes.
The Secretary-General is looking forward to continuing the dialogue with the Dominican Republic, “including on the draft exploitation regulations and the wider work of the Authority, in a spirit of transparency, environmental responsibility and respect” for the United Nations Convention on the Law of the Sea (UNCLOS).
