The deadline to apply for seven training opportunities provided by the Ministry of Natural Resources and Environment (MNRE) of the Russian Federation for candidates from developing States Members of ISA has been extended to 31 January 2022 instead of an initial date of 25 August 2021 and an extended date of 3 January 2022.

The placements are being offered in accordance with MNRE’s obligations under its contracts with ISA for exploration of polymetallic sulphides (PMS, 2 placements) and cobalt-rich ferromanganese crusts (CFC, 5 placements).

The theoretical portion of the training will be conducted in April 2022 and will address marine science, deep-sea resources exploration and development, international deep-sea laws and policies, deep-sea environment and ecosystems, deep-sea technology and equipment, and operational norms. The training intends to lay a foundation for further scientific research, technological development and application related to the exploration and development of deep-sea minerals.

All contractors with ISA have a legal obligation to provide and fund training opportunities for personnel from developing States and those of ISA.

The legal basis for the requirement stems from the provisions of UNCLOS and the 1994 Agreement and is set out in the standard terms of contracts. Its purpose is to ensure that personnel from developing States are provided with appropriate operational expertise to enable them to participate in deep-seabed mining.
