The deadline to send proposals for the preparation of phase two standards and guidelines for activities in the Area has been extended to 10 December 2021.

The International Seabed Authority (ISA) is seeking a legal consultant to identify, prepare, review and revise the phase two standards and guidelines for activities in the international seabed area (the Area) and provide advice for the finalization of the Draft Regulations on Exploitation of Mineral Resources in the Area.

The consultant should have the requisite experience or knowledge in (i) drafting regulatory frameworks for mining or offshore oil and gas projects; (ii) the existing regulatory framework in the Area, including the current Draft Regulations on Exploitation of Mineral Resources in the Area and the draft phase one standards and guidelines; and (iii) public international law, including advising on matters concerning the law of the sea and dispute settlement.

Phase two standards and guidelines potentially include 23 standards and/or guidelines and must be completed prior to the receipt by ISA of the first application for a plan of work for exploitation in the Area.

Proposals by qualified legal consultants should be submitted via email to ola@isa.org.jm on or before 10 December 2021. The selected legal consultant is expected to be appointed under a project arrangement until the end of July 2023. More information and the terms of reference for the work are available here.
